Not hard at all! First, adjust your rear brakes properly. Once this is done, locate the Emgcy Brake cable (y shaped cable running from front to both rear wheels) There is a turnbuckle on the cable, you simply hold the cable with a wrench and turn the turnbuckle to tighten it up.
Shoot for 4 or 5 clicks (about 30 percent) on the lever before it starts getting *tight*. If you adjust it too tight, it will wear your brakes prematurely and cause your gas mileage to drop-and possibly other bad things.
I'm not a mechanic, but I've done this before some years ago.

Hope this ain't it: About half the time, running the car out of gas causes the fuel pump (which is in the gas tank, and lubricated by fuel) to burn out. If you didn't fry the fuel pump, there's two other equally plausible problems. The first is that just before you ran out of gas you vacuumed all the crud off the floor of your gas tank and sent it to the engine (so you'll need a new fuel filter); the second is that you've got an air lock in the lines, which is keeping fuel from coming forward. The second is fixed by a mechanic with a machine that can suck fuel through the lines without burning the car down. In more recent car with fuel injection, running out of gas can't be fixed by filling the tank. You may have to check with your dealer, who will have to "reset" the fuel injection system for you.

My mom has a 2000 Forester that has a rattling sound at idle. Question regarding yours: Does your rattle sound metallic, almost as if sheet metal was banging against something? If so, it could be a loose exhaust hanger or heat shield. The reason this is my guess is based on the location of "coming from your feet". A lot of newer vehicles have various forms of heat shielding on the undercarriage, especially near exhaust systems. As for the situation on my mom's car, it's been that way for about 45,000 and is more of an "ignorable nuisance" if anything. I guess a better way to describe the noise would be to ask if it sounds "tinny".

I can tell you how to check this problem if you have either a carburetor or throttle body injection system. When the fuel pump goes out, no fuel is being pumped through the fuel system. An easy way to find out is to get some starter fluid. I'm pretty sure that's what it is called. It comes in a spray can. Call an automotive store to make sure you've got the right stuff.
Anyway, have someone else try to start your car. While they are trying to start it, spray the starter fluid into the carburetor or throttle body. If your car starts when you do this, it's definitely the fuel pump. The car will not continue to run, it will die again because of the lack of gas.
