You need to remove the heater conrol knobs, cover plate, and a/c button. Then remove the lower trim infront of your center trim, next remove the center front trim that the cigarette lighter is located in there are a few screws holding it on then a few clips just pop off with it. Once that is removed you need to disconnect the clock, unscrew the retaining ring on cigarette outlet, disconnect the positive plug, and clip the ground wire as close as you can to the old connection. Once that has been done, get your new outlet add a fitting to the wire you just clipped and plug it all together. Reconnect everything just as you took it off.
a blown fuse link is a bad fuse link... check all the electrical basics...gounds, etc...then diagnose the ignition/charging systems...read up on all the things to check in a manual... everyone should have a manual for their vehicle, and the library should have a professional shop manual available in the REFERENCE section...make copies of the right sections...good luck :)

Pull from the front, the end closest to the fire wall. The whole cover will come off. Do not play with the sides or the top. Just grab the front and give a good downward pull. KD Don't do that, there's a clip in the front that you could potentially break. There's a slot in the cover near the front (firewall side). Stick a standard (flat) screw driver in 1/2" and pull back towards the driver seat. The cover should come off when you pull. One more reason to carry tools in your vehicle at all times. I was cursing at the engineer who designed this and I was 6' from my workbench and 30' from my computer.
To replace the cover, put the back (driver's seat side) on first, then snap the front down.
