The turn signal flasher relay is located under the dash on the driver's side. It can be accessed by removing the lower cover beneath the steering wheel. When you look up underneath the dash, the relay will be a small (~1"x1") cylindrical can in a clip to the right of the steering wheel (that is, between steering wheel and driver's door), near the emergency brake lever. There is a two wire plug that attaches to it. When replacing the relay, I would suggest plugging in the two wire plug before snapping the relay back into the metal clip. As a note, the hazard flasher relay is under the dash on the passenger side, and it plugs into the "convenience" center with other circuit breakers and relays.
How do you change a master cylinder on a VW Vanagon?
The master cylinders in Vanagons reside underneath the instrument panel. Sitting in the driver seat, if you reach both hands up behind the instrument binnacle, you will feel depressions on either side for your fingers. Gently pull the rear of the binnacle up and towards you and it will pop off. You will see the cap for the master cylinder reservoir between the speedometer and clock (or tach). There is a plastic apron over the top of the internals of the instrument panel to protect against spilled brake fluid.
This apron and the rest of the instrument panel now need to be pulled before the master cylinder can be removed. After that, its a pretty standard process of removing pressure fittings and unbolting the cylinder from the vacuum booster.
If all this sounds counterintuitive, that's because it is. A Haynes or Chilton manual will show you pictures of the process. Be advised that even with the instrument cluster removed, the job really sucks because of the extremely tight quarters. Good luck!

If you remove the panel and look to the bottom right-hand side where the panel was, you should see a black rectangular block about 1" by 1" by 1-1/2" tall. Open the hood, look for the tab right above the headlight housing that says pull up tab to service headlight, under that tab you will see the headlight adjustment screws. Look for a star screw that is right next to the side marker light, remove that screw which is about 4in long and the marker should come out front first.

There is a relay block here with several relays. You can find the signal relay by turning on the signal light and listening and "feeling" for the relay cycling.

Mine is located way under the dashboard, between the brake pedal and the gas pedal, hidden behind a panel.
To start, look under the dashboard on the driver's side, and there is a panel you can remove by unscrewing a few screws. This panel has a slot in it for the lever that the brake pedal is attached to. You will want to take the panel off, it takes just a couple of minutes and makes a huge difference in getting to the flasher.
When the panel is off, get upside down in the front seat, then look directly to the gas-pedal side of the lever that the brake pedal is attached to (i.e., look towards the passenger's side), and you will hopefully spot a little round can about 1" in diameter (or maybe a cube about that size). If it is just an inch or two from the brake pedal, and it has wires going to it, that oughta be the flasher.
