How would Libertarians allocate radio frequencies if not the FCC?

Any new committee, commission, council, authority, or agency that was handed the

job of creating a system and procedure, in place of the FCC, for allocating frequencies

to all the radio services that need and want them, would begin in total chaos. After

years spent inventing some sort of device that could function acceptably as a wheel,

adjusting, modifying, revising, litigating, defending, streamlining, and tweaking its

system, it would eventually arrive at a system identical to the one that's in place today.

That's my opinion. I could be wrong.

Is it better for french canadians to be a minority in a pluralistic canadian state OR a minority in a pluralistic quebec state?

There is no one answer as it depends on ones subjective view point. I suggest it is better to be a minority within a Canadian State, than a minority, even ruling minority, in a separate Quebec State.

Money would be a big reason for this. Canada spends billions of dollars in Quebec, much of it with direct cash transfers, billions more with federal civil services jobs and contracts, many billions more with national policies and trade benefits like Quebec having 50% of the Dairy quota. All that money and jobs would leave should Quebec choose to be a Federal State rather than a province in Canada.

Should French Canadians find themselves a minority within Quebec they would be at risk of having the majority treat them and their culture as French Quebec treated minority cultures and continue to treat minority cultures. That would be very unpleasant for French Canadians and likely result in a change of position regarding the Not Withstanding Clause.

Why is budgeting considered an administrative process?

The administrative operation of any organization is spending the money represented in the budget. Although the budget may be approved or verified by a higher organization the details of running the organization comes from the active administration of its expenditures. At any level of an administration there is a need to send upward the costs of that level and request sufficient resources to complete the mission at that level. That means, for the most part, the administration of any operation must be involved in the initial description of the budget.

Other parts of the budget may be separate from the administration, such as timing and submission of loans and the payment schedules for loans.

What form or government did the Iroquois Indians have?

In the 1400, Hiawatha started the Iroquois league. They had a council of 50 leaders, known as sachems. Sachems could be male or female. This council made policy decisions affecting the Native Americans who were part of the Iroquois league. These sachems were chosen by the eldest woman in each tribe and could be removed by her if she was not pleased by their performance. Sachems had to represent the viewpoint of their tribes, not their personal beliefs. Decisions made by sachems had to be unanimous. In addition to sachems, honorary members were chosen by each tribe to serve as pine trees. These representatives (both men and women) couldn't vote on matters, yet they were extremely influential. The fire keeper was the central chief, like our president.

How Plato's Republic similar to and different from the government of Sparta?

Oh God, where do I even begin?!

Sparta has two kings which is based predominantly on heritage. Everyone is more or less politically equal in Sparta (The actual Spartans, at least. The 'non-spartans' or 'Helots', had no rights and were basically there at the leisure of their spartan masters, but it was effectively communist-esque provided you were a spartan)

Whereas Plato's Republic is a lot more like a meritocracy; someone is intellectual and loves learning therefore they should rule because they are lovers of truth and knowledge (this is the literal meaning of philosopher: 'philo' coming from the word 'to love' and 'soph' coming from the word for knowledge)

There's more but really you should simply read up on the two subjects to get a good understanding.

There are 4 major types of election held in India explained below in brief.

Assemby Election:

The State Assembly elections in India are the elections in which the Indian electorate choose the members of the Vidhan Sabha (or Legislative/State Assembly). They are held every 5 years and the members of the legislative assembly are called MLA's.

Rajya Sabha Election:

The body is elected by state and territorial legislatures. Terms of office are for six years, with one third of the members retiring every two years.

There are 238 indirectly-elected members, who represent the 28 states and 2 Union Territories including the National Capital territory, New Delhi. Seats are allotted in proportion to population.

Under article 80 of the Constitution of India, out of the 250 members of the Council of States (Rajya Sabha), 12 are nominated by the President of India from amongst persons who have special knowledge or practical experience in the fields such as literature, science, art or social service.

President Election:

The President is elected, from a group of nominees, by the elected members of the Parliament of India (Lok Sabha and Rajya Sabha) as well as of the state legislatures (Vidhan Sabhas), and serves for a term of five years.

A formula is used to allocate votes so there is a balance between the population of each state and the number of votes assembly members from a state can cast, and to give an equal balance between State Assembly members and National Parliament members.
