1) You could use a spiral type cutter to create the holes. 2) If you want the fog lights to look factory original, you could buy a front bumper cover (ebay or salvage yard) that has the cutouts already molded in. Ebay would end up around $100-$120 including shipping. Can't guess about availability / pricing from a junkyard.

There are approximately 22 nuts, bolts and screws to remove in order to remove the rear bumper. The locations are as follows. You will need a Phillips screw driver and a rachet with a 2 inch extension and 10mm/12mm sockets.
External1) One bolt Under each of the rear wheel arches.2) 2 Screws on each side underneath the bumper on the two sides (just behind the wheels)3) 1 Clip on each side underneath the bumper at the 2 edges. (I had to break these clips as I could not remove them)4) 1 screw type clip on the top side of the bumper, just below the tail light. (the screw needs to be turned and pryed up before the clip can be removed)
InternalThe back and side boot linings must be removed in order to have access to the nuts and bolts.1) 3 bolts on each side of the body (just behind the wheel arch) located at the top level of the body.2) Several nuts (approximately 8 nos. if I remember right) at the back panel of the body at the top level of the bumper. Theses can be identified as tapered edge of the bolt sticks out about 5mm beyond the edge of the nut).
Once all these are removed, remember to remove the licence plate light wire from the inside of the boot. My bumper came off when I pulled the it up several times, holding it from the bottom edge.

You can't, due to low demand, Ford is no longer making the part, be aware, the left and right side bezels, are different from each other. I contacted a good 40 sources, without any luck. So I found another 97 Mountaineer on the street, snuck back later in the night and stole it. How to remove front bumper 240sx?
This "how to" only applies to 89-94 240SX's (S13's). I'm not sure about s14's but the procedure is most likely pretty similar. First off, you need to remove the front wheels and the front fender lining to gain access to the nuts that hold the bumper to the fenders. Some of the nuts are hard to get to, especially the ones at the top and they are all 10mm. Try using a short extension attached to a longer extension to give you the reach and flex that you need to get the socket on the nut. Another good tool to use is a ratchet wrench, since you have limited space and it can be a life saver. Once all the nuts holding the front bumper to the fenders are removed, there are support brackets on both sides of the bumper (bottom of bumper). Remove those, then remove the bolts that are underneath the license plate. Finally there are 4 bolts just in front of the radiator at the top of the engine bay. Once all the above bolts/nuts/screws are removed, take out the turn signals and the bumper should come off no problem! -Andrew

The front panelling comes off in one piece and will need two people to support it.Release the inner wing protection panels both sides for access to fasteners. There are in the arches and underbonnet area,six bolts and six clips which you need to ease the centre pin out of to relax the "rawlplug"type outer body. Two bolts each side hold the brake disc ventilators on,then undo one wiring harness plug and a pipe to the headlamp washers and you have it. The actual "bumper"or impact limiter behind the panel, is just held with nuts and bolts each end if you need it off.
