This problem exists for many people. The problem is a defective design in the horn switch. The biggest monetary problem is that the horn switch is part of the airbag assembly. This thing is costly. They are required to give you this information for free. If you go through the NHTSA for it, it will cost you to get the information.
Good luck. I am going to get a generic horn replacement switch and mount it the steering wheel using the pre-existing wiring for the defective switch. This will require the disassembly of the airbag assembly to get to the wiring. I do not recomend this for anyone that does not know what they are doing. I am a professional mechanic. Messing with the airbag can be dangerous and lead to either an airbag that does not work properly or it could explode in your face. Either way it would be a BAD thing.

Grab Hold of the Horn button in the center of the wheel and push in and turn counter clockwise until it comes loose. This is generally about a quarter of a turn. If the horn contacts in the center of the steering wheel are bad they will need to be replaced. There are brushes on springs that make contact under the horn button. If the springs or contacts are bad that will explain the horn not working.
