Why would your car horn go off when you make a right turn?
The foam rubber in the horn pad in the center of the steering wheel is discentergrated -(bad even) some times U can just slip a small piece under the pad instead of buying the whole thing. The contact for the horn is located in the steering column, just above the turn signal controls. It is likely that one of the contact wires for the horn has broken off and makes contact with either the steering column or the locking plate when you turn the wheel.
how do you know the battery is charged? also it could be a loose battery wire. they need to be properly thighten so the energy could flow. if there are no lights theres no power coming from the battery.

it needs to be replaced. The horn on those cars should be located under the front bumper on the passenger side. Horns aren't that expensive and its simple to replace, just a couple bolts and plug right in to the factory wire harness if its a OEM replacement part. My wife's 1994 Jeep sounded EXACTLY the same way. On her Jeep, only the LOW note horn needed to be replaced. Now it sounds like new again!

When it does'nt work, put your finger on the horn relay located in the engine compartment fuse box. If you feel or hear a "clic", you're sure that the contact is good in the steering and the fuse is ok. You might have a relay or horn problem. (If the horn has a strange sound when it works, it should probably be replaced.)If you don't hear the "clic", you might have a relay problem or an open cicuit.

The horn Relay/Fuse is #21 - which (of the three fuse panels) can be found on the panel under the hood behind the cataytic converter. You can't miss the box, there's a platic screw that holds the top on. Once you've got it open, if you're standing on the drivers side of the car looking sideways at the fuse panel, it will be the upper-left most relay (or, if you prefer, the one in the corner that is closest to the middle of the hood). All I need to figure out now, is how to pull the sucker as it is getting all "Little Miss Sunshine" on me (incessantly honking late at night, waking me, and alerting the police.... eek!). Good luck!

The Horn relay is located in the convenience center in the 1999 Cavalier. The convenience center is located on the right / passenger side of the car behind and to the right against quarter panel next to the glove box. However if your car does not have a convenience center located in the car you will need to lay down in the floorboard and look behind and above the glove box next to the quarter panel. These devices rarely go out but are very easy to test. You can pull the relay out. Remove the cover of the relay as it just snaps on. You will then find a coil and connections. If you plug the coil back in with the cover off you can then push the small tab on top to make the connection and your horn should blow if all connections from the battery are good. This will tell you that the problem exist between the relay and the horn connection on the steering column. If that is the case follow recommendations to disconnect the air bag before going into the steering assembly. One you remove the air bag module you should find a spring and magnet module that must be fitted back correctly for the horn to blow. Hope this helps MSDuckmen
Have you verified that there is no power going to the horns? If there is no power going to the horns, and you have replaced the relay and fuse, then don't forget to check the horn switch in the steering wheel. You may need to check the actual wires throughout the horn circuit to make sure they're intact and connected. After 20 years anything is possible. Good luck.
