If they are not coming on automatically, the bulbs may be burnt out or the fuse is either missing or blown.
Check the fuse first. It's located in the drivers-side front fender well, right next to the side-marker light assembly. Carefully lift the release clip on the side of the black housing and pull the two halves of the housing apart. There is a should be a small, red, 10A fuse there. Replace it if it is missing or if it has blown.
Next check that the bulbs are still good. Simply unscrew the lens covers to remove them.
If this all checks out and the lights STILL don't work, It's time to replace that mercury switch that Torchred94 mentioned.

MOST COMMON issue -
The Millenias and their Commonwealth cousins the "Xedos" all suffered a common defect resulting in MOST CEL issues. This engine configuration typically results in the need for replacement of 1 to 2 O2 sensors and / or the DREADED Knock Sensor embedded deep in the Manifold assembly. Mine ran 3 years with this CEL on due to the cost of labour to replace. The sensor was only 165 bucks while the labour to install was nearly 800.
I will admit once it was replaced I was not only legal again for the Emmissions test, but the thing ran better than it ever did PLUS I got nearly 2 points to my highway Mileage.
Now the codes are confusing on this because two of the O2 sensors share the same circuit and the code wont necessarily identify WHICH o2 is actually bad, that unfortunately is hit or miss. The KNOCK sensor code is separate and distinct however but all of this results in a costly set of repairs.

The light is programmed to come on at certain mileage intervals usually around 80,000 then again somewhere between 150,000 and 160,000. The point being that you take it to the factory and have it checked out for any possible emissions or ignition type issues. But if your vehicle's mileage is not close to either one of these milestones then I would suggest you take it to the dealer or another reputable shops because you have issues. The only real way to have the code cleared is to take it to a mechanic with a code reader. I've heard that you can sometimes reset that code by disconnecting the battery cables for a minute then reconnecting, the idea is that it "resets" everything back to factory settings. I personally haven't found it to work but it's worth a shot.

"sensor 1 circuit" means the ecu has detected it cannot make connection to the sensor, the sensor could be dead or you could have a wiring issue to the sensor IE chaffed wire, bad connection at the plug ect.

I recently took thebuzzer box out of my 93 Continental cause it was annoying me with my "Check DCL" light. The box is located just under the steering columb. If you remove the piece of carpeting that is right above your gas and brake pedals. You will see a box off to the right hand side that will have 3 holes in it and a wiring harness with several wires comming out of it. You can disconnect this and that will take care of the buzzer for your "Check Engine" and any other warning lights that come on. It will also disable the buzzer that goes off when you leave your lights on and when your door is ajar. If you do this just make sure to keep a close eye on when you have any warning lights come on.
