Depends on the year. On the pre-fuel injected motors, all Chevy V-8 engines used the same distributor. Use some common sense, a 1968 distributor is not the same as a 1980, but you get the idea. Use one from the same era as your vehicle.

There are two ways to drain the fuel tank... One is to siphon it... The other is to drop the tank from below remove the fuel pump assembly and then turn the tank over to pour the fuel out. I would recommend using both methods together if you need all the fuel out or if your changing the fuel pump. Siphoning will get the majority out but not. and if your dropping the tank anyway siphoning will make it lighter and easier to work with.

Timing should always be set without vacuum hooked up. Initial timing should be around 12-15 BTDC at idle - around 24-26 BTDC at 3000 RPM's - and around 36-38 BTDC at 3000 RPM's with vacuum hooked up. There's (3) stages to timing on sbc:
10 degrees initial
10 degrees mechanical advance (the weighted springs in the distributor)
10 degrees vacuum advance These will vary depending on carb/intake/cam setups. Hope this helps!
The lower the compression, the more timing you'll need. Could be up to 18 degrees at idle (42 degrees total.) I'd start at 38 degrees total and go up and down a little at a time until you find the best performance.
That cam likes compression. The more the merrier. At least 10:1.
