With the car in Park, block the wheels on a level surface, and go under the car, lifting it off the ground with a jack if you have to. Follow the parking brake cables to the back brake calipers at each rear wheel. The parking brake pulls a small lever on the caliper. This often can rust or corrode on the inside, or even freeze. The brake cables themselves can also have moisture in them causing them to corrode and seize up or freeze in lower temperatures (often during winter) As a temporary fix, take a hammer and lightly tap the parking brake calilper on each brake back in the opposite direction the cable pulls - most often this is back toward the wheel. Once you have tapped it all the way back to it's return state, you can drive. But before you use the parking/emergency brake again, take the housing & cables off the caliper and inspect for corrosion, rust or a snagged cable. You may need a new brake caliper, a rebuilt caliper with new seals, or new parking cables, but you can often PB Blast or WD-40 the cables and clean them up and reuse them. Also, make sure there are no splits, cracks or tears in any rubber housings or boots that would allow moisture in. Good Luck!

The 2000 version has the same problem. The cause is that there is a latching mechanism that corrodes over time, and eventually seizes up, causing the plastic "T" to remain locked although the cable is lowered. I was told it is a secondary locking system to assure that the spare does not come loose unexpectedly.
My van had to have the mechanism replaced.
If you have a long flat screw driver you can take of the wheel and spray some WD-40 on it and now it works fine. Hope this helps.

I have a 1996 Dodge Grand Caravan SE, the drivers side passenger door would not open, I removed the trim which is mostly pop joints and checked the linkage mechanism, which was all functional. After disassembling the lock from the inside and spending hours pondering the mechanical permutations of where and how this thing was stuck, I resorted to two levers placed above and below the lock line, and from the inside sprang the door! Eureka! The conclusion, this model has an interlock with the gas cap, cap open, can't open the door. It functions as the door lock mechanism, using a peg mounted on the door which uses a cam lock on the pillar. No the door was not open, but the clearance of the peg on the door was such that it rode over the cam instead of tripping it. Hence it jammed, and the only way of releasing it, was from the inside with two levers! I hope this saves you a few hours, as today was in the 70's with a cool northerly breeze and I could have been on the patio with a cool one!

Open both front doors, remove the fuse panel/relay cover panel at top by pulling straight off. There is a screw at the top which holds part of the dash panel, remove screw, do the same on the other side. Remove two screws at the center of drivers side of dash at top which screws in to the top of the dashboard. Remove small lower dash panel around steering column, it has two screws.You will have to unplug four electrical connectors, Two are on lower panel for floor light and trunk release. Two are on main dash panel, one for Traction control and one for hazard light. Start to pry from drivers side, the dash panel, it has snap clips and work across to pass. side. sash panel will lift off. This will leave acsess to radio.

Actually, Chrysler made this task pretty easy because the motor sits between the inner metal door skin and the door panel. The ardest thing is getting the door panel off with out breaking all of the door clips.
BUT, first before you order a new motor or regulator (BTW,the cheapest price I found is on eBay) , disconnect the motor's harness and see if you are not getting juice at the connector. Install a voltmeter or light bulb between one of the two slots and ground and try the switch (make sure the ignition is on) then try the other slot to ground. If you get juice, your motor isn't working. Now let's check a little further: Cut off the plastic tie on the motor and remove the two screws holding the magnetic field housing and remove the housing exposing the armature. With you fingers turn the armature to determine that it is free. Lift up the armature so the the commutator is just free of the brushes. Take a Q-tip in some solvent and clean the commutator till the copper color is showing. Make sure the brushes are free to move and press the brush lead away from the motor shaft to allow the brushes to move forward as much as the can. insert the armature back into its original position making sure that the brushes are pushed back with a small probe. Next slide the field housing back over the armature and replace the two screws and reconnect the wiring harness. Now try the motor! If it doesn't work, you only wasted five minutes. If it does work you may have saved a lot. It may last longer than you need especially if you lighten up on using that window. It will usually give you warning of future failing, which you probably ignored before.

It's in the (stock) air box. There are some clips on the back, undo those and then it should pull up, it will be in there. You may have to disconnect the box from the air hose that goes to the throttle body, I'm not sure, but either way the computer sits in the air box on some pegs.
