Sounds like you have a short in the main wire that goes from the computer to your gauges it doesnt have anything to do with your fuses.
The manual indicates this is probably a defective speed sensor circuit system or a defective speedometer. It recommends checking the speed sensor, then the input and output speed sensors. Then check for malfunction of the speedometer, harness wire and connector. That's a lot of work if it is just a shorted wire... My recommendation: Sounds like it could be an electrical problem to me. See if you can get a wiring diagram for the speedometer and follow the wires. Look for frayed wires and doctor accordingly (electrical tape will fix it temporarily) or replace the wire (recommended). As far as it being a related problem to your lighting on the instrument panel, could be. Check your fuses as well. My recommendation: Its a 95 so im assuming your not the original owner. Chances are the cluster has been in and out a few times. Those clusters just plug straight into harnesses that are cliped on to the inner framework of the dash. These contacts can where out, try taking it out a few times and putting it back in, shake it around, just mess with it alittle. If your sons lights come on the contact points on the cluster are probably worn and you'll want to replace.

If necessary to identify, stop by the Ford store and ask Parts to see one.To my knowledge they cannot to tested to determine status. AnswerI have had this exact problem last week, If you find that your tyre pressures are correct or after adjusting them to the correct pressure your steering is still stiff, I suggest you get it to a garge as soon as possible, The problem may be with the steerign rack, if this is the case, then it will be the universal joint (UJ) that has collapsed, in which case they will need to replace the Uuiversal joint and the steering rack for you. This is the problem I had. It costs about �100 then you add V.A.T at 17.5% so look at �117.50 to have this replaced, the price may vary slightly from garage to garage but its in that price band, and shouldn't cost much more than that.
An easy way of detemining whether it could be the UJ collapsed is, what happens, when you say your steerig ggoes stiff. if you find that you are driving along and the wheel is so stiff it feels as though it may lock on you or its very difficult to turn then it is that the universal joint has collasped. If this is the case do not drive around in the car as its unsafe and you could have an accident, book it into the garage and get it sorted.Also check drive belt has not snapped or is slipping as this drives power steering pump.

I would use a Mercon type 5 transmission fluid. The automatics in these cars are hard on the fluid. The Mobil 1 fully synthetic is a good choice. Kind of pricey at $7.00 a quart, but a whole lot cheaper than a rebuild. Change the filter and keep the level where it says to on the dipstick. Check it hot and with the engine idling.
Improved answer?: Hayes manual says Mercon, which has now been replaced with a general use fluid called ATF.
Also the recommended Transmission Fluid is usually stamped into the dipstick for your transmission.

I have a 91 with a different dash, but you should be able to remove the trim around the dash. may be screws or just pull off, the plastic cover should be screws, mine where torque heads ( good reason to buy new tools ) take those out pull cover, I think I had a black peace below the gauges with screws that had to come out also, but the gauges should pull right out might be tight so be careful. one edge of a gauge might be over the other so you might need to pull two or more. the bulbs will be behind the gauges.
