The most common way that I have seen in my professional experience is by slowing down the operational speed of the processor inside the machine. The idea behind having no fans in the computer is to cut noise down to only that produced by the clacking of the keyboard and the clicking of the mouse buttons. For the modern computer and its performance, I would rather have the very slight noise of a fan (most are quieter than a cat's snore--and I should know since I have three cats, five desktops, and two laptops) than to have the significant performance hit.

For those who want to be trendy, go ahead and pay the upcharge for a less-capable but only slightly-quieter machine. One warning, though: be aware that there is a greater potential for damage to the machine if there is no fan. In the case of the CPU overheating, the machine may not be as capable of dissipating the heat as it would in a fan-cooled configuration. The reason being that a fanless machine also has no heatsink of any significant size (if any at all) to draw the heat away, so that means that even if the CPU's thermistor does turn off the system due to the overheat condition (and that is not guaranteed since the CPU has been slowed down and installed in a configuration for which it was not designed), the CPU will still be at its excessive temperature and not have anything to which to drain the excess heat other than the motherboard and nearby components. At least with a fan-cooled system, the CPU still has a decent heatsink that can be used to take soak up most of the heat, thereby protecting the motherboard and other surface components in close proximity to the CPU even if the fan has failed.
