The belt is one tooth off. Could be in either direction. Check the timing marks again or move it one tooth one way and see if it makes a difference. If not, move it 2 teeth the other direction. If you don't have the slack in the belt on the correct side, when you tighten the tensioner it will cause either the cam or crankshaft to move just about 1 tooth.
