I have a 99 millenia myself and it has 4 (four) 02 sensors, and each go for around 200-450 in price. I don't really know where they are located though, but i do know they can cause your check engine light to come on and flash from time to time, as well as the car hesitating and feeling like it is going to stall.
Each O2 sensor has four wires going into it. Two of those wires are ground and power to a heating element inside of the O2 sensor, and two of those wires are for the Powertrain Control Module (PCM), or the "computer" to get O2 readings from the sensors.
The codes you have indicated are because the PCM sees an incorrect draw on the heating element circuits on both the upstream and downstream O2 sensors on bank #1 (possibly an open circuit), and it sees a faulty signal on the sensor circuit on the upstream O2 on bank #1. It is a small chance that you have two bad O2 sensors on bank #1, but more likely you have a wiring problem. There is no fix that anyone can tell you without being able to run circuit tests on the car. Now, if you want to try and blow a couple of O2 sensors on the car yourself, they are about hundred bucks each. If that seems better to you than spending $80 or $90 to go to a shop and let them diagnose it, then that's your choice. But that car needs to have the wiring harnesses ohmed out in the suspect O2 sensor circuits to make sure you don't have a wiring problem first. The PCM itself could even be your problem. There is no way to know without checking the car out in a shop.

It requires a special 22 mm or 7/8 inch socket with one side cut out . I found it at most major auto part stores for about 5 to 20 dollars.
Often your car will let you know ahead of time when something is screwy by turning on the Check or Service Engine Light.
Some Auto part store will read your Check or Service Engine Light codes for FREE. All you have to do is ask!

This is incorrect. Bank 2 is on the -drivers- side of this vehicle. On this 4 liter SOHC motor Bank 1 is on the same side where the #1 cylinder is located,which is on the -passenger- side. I found this out the hard way . After reading this posting, I replaced the O2 sensor on the passenger side of my 98 Explorer. It didn't change anything. After reading a posting elsewhere and many hours of diagnostics, I switched the O2 sensor to the drivers side,and reset the computer. Check engine light has been off ever since.

My same problem:
I have exactly the same problems with my Lexus but this is a early 97 one. the bad idling is not noticed by the EQ I think as there is no engine light burning. I have read on a forum that someone changed the engine mounts and drive shaft trannys to get rid of the vibrations at higher speeds. Is your one vibrating when pulling or braking on the engine at high speeds? In my case it is only vibrating when I am cruising at a constant speed. I checked mine but could nog see anything particularry there. Still I ll try to change them as they cost only $24 on eBay. Try the O2 sensor tutorial on www.lexls.com . And please let me know when you solved the problem as I have the same problems.
