Jack vehicle under centre of front cross member just enough to lift tyres off surface. Place a suitable container under the Power Steering Fluid Reservoir. Remove the lower hose (inlet to pump) from the reservoir. Allow fluid to drain into container. Replace hose and fill reservoir with new fluid (Cap is LH thread). Start engine and exercise power steering rack from lock to lock several times to purge old oil back to reservoir. Again remove hose from reservoir and allow to drain. Refill reservoir and again exercise steering. Check fluid level and top up as required.

You need to remove the washer fluid. You can siphon it out, or remove the power steering reservoir and dump it out. If you haven't had the car running , you may be able to absorb it out with a rag since it is probably floating on top of the power steering fluid.

The problem with washer fluid is that it is not compressible and will cause poor steering reaction when it enters the steering pump. It may even cause a loss of steering.

After bleeding the power steering the pump may make a noise because there isn't enough power steering fluid in it.

loosen up the pump put a pry bar under it and lift up, then tighten the bolts up

I looked everywhere in the engine compartment, did not find anywhere to check the level of fluid, much less where a power steering pump was! Does that year model even have one?

It's located on the passenger side of the engine - upper left side, underneath the alternator, next to the belt. It's unable to been seen with the eyes. You have to have long arms and small hands to reach it. Strong fingers are a plus for opening the black lid. I can't believe Chevy made this so hard to find. It helps (but not necessary) if you remove coolant reservoir two small nuts. This is the same for a 2005 Chevrolet Impala. There is little to no chance of putting fluid in the reservoir without the aid of a long funnel.

You don't. The Power Steering is electric and does not use fluid.

This is also a symptom of a neutral safety switch / transmission range sensor going bad.
