The rubber seals in there are designed to cause pressure one way and allow the oil to pass by when you release the brake. If that oil cant get by because the seal is swelled, the fluid will not compensate for the wearing of your brake pads and your pedal will slowly get closer to the floor as your pads and/or shoes wear.

No fuses in POWER steering, power comes from a hydraulic pump. if your power steering isn't working folow the column through the firewall and to the sttering box, hoses from the sttering box will attach to a pump and reservior tank and probaly be driven by a belt on the engine. make sure the oil level in the reservior is full, next the hose could have failed, and lastly, and most expensive, the pump has failed.

If you have a serpentine belt (this belt is flat on one side and has 6 little "v's" on the other side about 1 1/4" wide) then there should be an "Idler" pulley that is internally spring loaded that puts the required tension on the belt, thus there is no "adjustment". But if this pulley is defective it must be replaced.
If yours has a single big "V" belt (about 1/2" wide) then the "Adjustment" usually consists of loosening the alternator and "biasing" it to tighten the belt then securing it again.
