When the buyer of a car that was sold without a written contract stops making payments can the car be repossessed if the title is still in the seller's name?

I believe whoever has the title or if the title is still in your name, then yes you may take the car back. You may want to ask for sheriff back-up if there are any problems. Or just key the ignition and take-off, if you can. Some state laws may differ.

Can you carry a concealed weapon in a public building with a sign on it's window saying no concelaed weapons permitted?

It depends on state law. I realize this sounds odd, but in some states, a sign on a building carries no legal weight, and in some states it does. HOWEVER, if you carry a concealed weapon into a building and for some reason the owner or person who controls the property finds out and asks you to leave, if you refuse to leave, you are then trespassing.

Additional: If by "public building" you actually mean a government building - NO - you may not go armed into any government building!\

That depends on the state, and also whether it is federal property. In Tennessee for instance, there is no law against carrying in a government building as long as the building isn't posted with a no weapons sign. The exception is federally owned property, but as far as state, county, or city government buildings, it's perfectly legal if the building isn't posted.

Does California have a castle law?

The person who says that it does not is wrong. It is true that you would not be allowed to shoot a person who is running away from your property, because at that point it is no longer necessary to defend your property. You are, however, allowed to use lethal force to defend your property, and any person who has broken in can automatically be assumed to be dangerous.
