I have an SL2 and the it is part of the valve cover. Small 1/2" hose comes from air box and goes to it on the valve cover. If you purchased your new one it might also help you locating it.
It is located on the valve cover next to the oil cap just pull it out with some moderate force and pull the hose off by twisting it.

A litany of things could be wrong here.Lets just start with the basics.
Check your connections to the battery terminal: Are they clean and tight?
Are any of your fuses blown?
Is the battery brand new and under warranty? If so, have it and your old battery tested. (many places will do this for free)
If those are all moot points, have a diagnosis run on your car. You can take it to a dealer, and they will do it for about 80 bucks. Or you can jump on eBay or other sites and try and find an ODB diagnosis tool for about 30 bucks and you can use it whenever you want. (they arent as fancy but they do the job)

If you are certain that you have sufficient coolant, and the heater is not warming up adequately, check the thermostat and/or water pump. If the thermostat is staying open the engine coolant will not heat up enough to provide heat inside the passenger cabin.

It's right behind and above the starter. You're gonna need a 10mm 1/4" drive rachet. You may be able to see it from the top to get a good idea. Green connector with one yellow wire and one purple. I just changed mine today. It's pretty easy, if you jack the car up high enough. Please be sure to block your wheels and use heavy duty jackstands for safety (not cheap aluminum ones). Also remove the negative battery cable first so you don't burn yourself on starter connections. Be sure to where your safety glasses under vehicle.

It could be plugs, wires, burned valve, stuck injector, vacuum leak or who knows what else. It will take a little more troubleshooting to find the exact problem. I had a friedn have the same problem with her Eagle Talon, but her car actually stalled. She needed an alternator. Another possible solution could be to replace your Gas cap. If it is not properly ventilating, there may be a vacuum in the tank.
Check the level in the coolant reservoir. There is a line "wall" in the jug. The coolant level should be just above that line.
If it is then check if your reverse lights work. They are on the same fuse. If they work, you probabaly need a reservoir as the level switch is faulty

The 1998 Saturn SL2 will show a code 340 and 341 for a camshaft position sensor because this part is also considered the crankshaft position sensor on the Saturn. The location of the crankshaft position sensor is behind the alternator on a 1998 Saturn SL2. Both crankshaft and camshaft are the same thing This vehicle is not equipped with a camshaft position sensor. Saturn is the only manufacture that uses a auto pulse generated inside the ignition control module in conjunction with the pulse received from the crankshaft position sensor to determine ignition and injection timing. If you have a code for camshaft position sensor the issue is with the pulse generator in the ignition control module.
How do you replace the water pump on a 1994 Saturn SL?
1. jack the vehicle up on both sides, use jack stands if possible.
2. Remove Passanger front tire, along with plastic splash shield
3. Drain coolant
4. With serpentine belt still installed, loosen the 3 bolts on the water pump pully, don't take them all the way off, just loosen them.
5. Use a 14mm wrench to reduce tention on the serpentine belt enough
so you can slide the belt off
6. Remove the water pump pully bolts, remove pully, or let it rest on the
pump shaft.
7. Remove water pump housing bolts (6 of them) and discard the gasket
8. reverse procedure to reinstall new water pump
