On my 2002 RAV4 the plugs are recessed into the top of the valve cover. There is a low voltage electical conector to 4 coil units that sit on top of the plugs. Above all of this is the removable portion of the air cleaner. Remove the front half of the air box and the 4 coil units will be easy to see. Use a 10mm wrench to loosen the hold down bold and the coils should slip out easily. Then you can see the top of the plug about 2 inches below.

There is really no "set time" to replace rotors. Some people (if you have the extra cash) like to do it when they replace their pads (which may help the life of your pads in the long run). Personally, the only time I replace my rotors are if they get warped (pulse in the brake when applied) or if they have sat for months and have excessive rust build up. Now, if you have a warped rotor, you can get it machined but I do recommend replacing them if pulsing occurs. I have had rotors last 150,000 kilometers and could have lasted longer if I didn't have to hit the brakes to avoid a deer on the road. The reason they lasted so long is because I service my brakes every 40,000 kilometers (your local service station does this for around 30-40$ per axle. Well worth it!! And that's my rant!

Do the whole package on that Honda civic 96 which is , water pump, timing belt, cam shaft seal, and some other seals ( can't remember the names ). the whole job could be done for 400 bucks. Its worth it though.

It is always a good idea to change the water pump as well since the mechanic is in there anyways. Its great preventative maintenance and the water pump and timing belt usually have the same life-span.
