What causes your Volvo 240 to get stuck in park when you first turn on the car?
I haven't solved the problem by replacing a relay switch and a shifter part. However, there is a yellow lever that can be pushed located under the brushes on the shifter on the center right side of the shifter. If you press on the break, turn the key in the ignition and press the yellow lever, this will release the shifter out of park and then it wil move into neutral. The car will start in neutral. This is how I've been dealing with it. Alternative is to always park on level ground leave it in neutral when parked and start it in neutral.
I have a 1988 240DL. On my car I have an instrument panel with hidden screws, no doubt like yours.
To the left of that instrument panel there is a headlight knob and a dimmer knob. Pull hard on those knobs and they will slide off. There are no screws or tabs. Once those are off, take a flat screwdriver with a wide blade, and put it in the crack between the panel behind those knob controls and the instrument panel and pry very lightly; that panel will pop off revealing the two screws on that side.
To the right of the instrument panel there are two square panels, both of which are empty. Use that flat screwdriver to pry those off lightly to remove two more screws.
Take all four screws out and you're on your way.
How do I replace Volvo 240 gas tank?
This depends upon the model and year. Wagons have the tank accessible under the back of the car, behind the rear axle. On early 240 wagons, the fuel tank is held by 8 or 10 large bolts and if you are careful to detach the fuel pump bracket on the driver (left) side, the bolts can be removed and the tank can be lowered. I recommend a floor jack to lower the tank without damaging it or ripping the sender wires out of the top.
Coupes and sedans are a different story entirely, most wagons should be similar although some may have additional mounting hardware or other components that need to be uninstalled before the tank can be lowered out.

You are experiencing a voltage regulation problem. If you look at your headlights during that rev period, they should appear brighter also. The taillights, during braking, load the electrical system and therefore, drop the voltage and cause the lights (all lights, they are most easily noticed) to dim. Go to an Advanced Autoparts store and have them test your charging system for free.
