Then you loosten the hold down bolt a little, then see if you can turn the entire distribuor very slowly just a little bit. If it turns a little, then you can hook up your timing light paying attention to the cautions and warnings in the instructions for the timing light or the auto manual being used to set the timing. You start the engine, and slowly turn the entire distributor left or right until the desired timing is reached. Turn off the engine, then tighten the distributor back down.

40546B for the high-compression head (7.8:1) - low tension terminal normally has a red washer

When points are fully open, loosen the two main screws to get close to initial setting (below), then perform fine setting of points by turning the small eccentric screw in the adjustable contact plate. Tighten the main screws and re-check setting.

i would suggest checking your fuel pressure. I just had a similier problem with my 98 tj and i replaced the cap, rotor, plugs, wires, up and downstream o2 sensors, and fuel pump. i still had a problem so i plugged in an odb2 sensor and i pulled codes for injector misfire. So what i ended up doing was replaced the o rings on all 6 injectors and bought a can of 50.00 fuel injector cleaner.... my jeep now runs fine... needless to say i spent about 500.00 dollars on parts i really didnt need.

Code P01320 means Ignition signal primary cicuit fault.

After replace all that stuff did you go back in the OBD and clear the codes?? If not that's probably why its still pulling the same code

Wherever its pointing will be the #1 position. It can actually be anywhere in the rotation depending on how the distributor was installed.
