I believe that any major publishing house, or minor one, would be happy to accept a book written by an 11 year old, assuming it met all their standards of quality.

That could be hard for an 11 year old to do, but prodigies do exist, so if one feels they have a good book, then after looking up how to submit it, they should. Remember, it has to be submitted a certain way and in a certain format.
