There are two models of the 3.0 they put in the 97 Taurus. A 3.0 OHV Vulcan and a 3.0 DOHC Duratec. In order to even gain access to the water pump you must first remove the accessories above it. IE alternator. It is an involved job. Plan at least 4 hours if you are new to mechanics. Then continue onto....

First loosen the 4 bolts on the pulley on the water pump, then remove the belt, tensioner and idler pulley. You will be able to get to all the bolts (some larger 10mm and some smaller 8mm) Install reverse of removal, not to hard to do just remember to drain the coolant. Not as easy to get to though.

The problem is in the on/off/delay switch. Its very common for this to happen. If you are mechanically minded, you can fix it your self. Usually where the switch rotates and makes contact to work the delay either gets dusty and no contact is made or the plastic body breaks off inside and the inner part just rotates with the outer part and the contact is never lost, so they stay on all the time. If this is an older car, just run a toggle switch to the dash from the wire that feeds the windshield motor. This will give you on or off options, no delay. If not mechanically capable, take it to a garage and they should be able to fix it.

I had the same problems with a 1996 TranSport and the fix took only minutes once the motor assembly was removed. Basically, it involves resoldering a couple of connections. Other than a few hand tools required to get the assembly out from under the hood, only a soldering iron and some solder are required.

The wipers on my Transport got worse and worse until they finally quit altogether. Some have suggested replacing the control board but a healthy dose of solder will cure the problem.

I had that problem too. Had to set the right wiper really low and the left one kinda high. You just have to play around with them til you get them in the right place. Move them, tighten them up some so that they don't fly off, then turn on your wipers, but be prepared to stop them quickly in case if the wipers are set wrong cuz than they will go off the sides.
