The XLT is one of Ford Explorer’s trim levels along with base XL, Sport and Eddie Bauer edition. It is manufactured by Ford Motor Company since 1990 and replaces the smaller Ford Bronco II.

If the vehicle is a rear-wheel drive, the tires should be able to  rotate when not in contact with the ground - unless the brake is  set to stop the rotation. If it is a front-wheel drive, the tires  should not rotate unless the vehicle is in neutral - likewise if  4-wheel drive is engaged.

Answer . It's located on the firewall inside the engine compartment, just below the the wipers. A bolt in the center of the conector holds the connector/harness into the computer.
