When you call someone and their on the phone do you always get a busy signal?

For mobile...

Most likely it will be a Central Office programming error. Someone (telco providers) along the chain of the call is not forwarding properly. This usally takes several phone calls and hunting down the perpetrator until it is fixed. As a general rule of thumb (from experience) no telco provider or group/department within telcos likes to admit the issue is on their end.

For household...

There is most likely a short on their inside wiring. The TelCo sends the signal to your buddy's house (this is where you here two rings), then the short cuases the TelCo to think there is someone picking up when no one has, thus the busy signal. In regards to the short, it could be a bad jack, bad phone, bad cabling where the tip (positive), and ring (negative) are crossed, possibly due to exposed sheilding, a nail through the wire shirting it out, etc.

I would start troubleshooting by isolating each jack as much as possible and working through them one at a time.

When parked with the engine running, check the fan. When the engine overheats, the fan should turn ON. If it doesn't turn on, the problem is probably the fan or associated circuitry. The fan motor may be disabled (fuse, bad wiring, bad motor, fan thermostat, etc. . . ) When the car is moving, the air is forced over the radiator, cooling the engine. im not a mechanic by formal means,but it might have something to do with the thermostat function. its (possible) that its either old or defective. as you operate your vehicle heat builds in in engine. oil in the block and coolant in the system keep it from excessive heat build-up. the thermostat opens when a certain temperature is gained.if it can't open or close properly,it might cause problems such as you have stated. have a qualified serviceperson check your vehicle as they have the equipment to diagnose the WHOLE system.
