If your car used to be a Police Car, it is likely the horns were disconnected and/or removed. The horns on most emergency vehicles are wired into the siren. I fixed mine on an '03 Interceptor... I wired a relay that sends hot to the factory horns (which were still there, just cut). If you remove the panel under the dash you can find the wires that control the horn. Using your multimeter, see which one gives a ground when the horn is pressed, then connect that to your relay.

There are 2 different causes I can think of, both of which I have had at times...one on my 95 LTC:
1. Can you move your shifter but the car doesn't shift? There is a cable or cord that attaches to the base of the column mounted shift lever, and then attaches where the steering column goes thru the dash. I had the bolt or screw loosen up, which allowed my shift lever to move but not actually shift gears. I watched as a tech laid on his back, and reached blindly up past the steering column to tighten it up. A job certain to be frustrating and to cause sore backs, I think!
2. If you can't move the shift lever at all, it may be that the car is on a slight grade, and the parking brake was not preventing some slight movement. So the pin that locks things when shifted into park might have significant side forces against it, making it impossible to shift. If so, ask someone to rock the car back and forth by pushing on a bumper while you try to shift. As he gets it rocking pressure should be decreased on the pin, and you will be able to shift it. Then check to make sure your parking brake is properly adjusted to securely hold the car in place.
I have had the latter happen two or three times in 40+ years of driving...each time the root cause was traced to an incorrectly adjusted parking brake, resulting in pressure on the parking gear pin as it stopped the car from rolling further. In fact, in the 50's Ford Edsels used a pushbutton shifting mechanism, with relays to shift gears. The relays were not capable of exerting much force, so that it was common to get stuck in park: so much so that savvy Edsel owners never put their cars in the park gear, preferring to leave the transmission in some other gear.

The relay center should be in hte engine compartment. Once you open the hood and are facing the front of the car look to the back left by the hood hinge. You should see a black box that has a diagram on it. Take the cover off and use the diagram on the cover to pinpoint which relay is the horn. Hope that helps.
Yes, there's a fuse + relay box in the engine bay, but that's not where the horn relay is.
Horn relay is on the under-dash fuse panel. Left (driver's side, in the USA) side of car. Horn relay is way up at upper edge of the panel, mounted on a tab so it's sort of off the edge of the panel. Relay has a gray housing with a 4-wire connector going to it. Squeeze tab on the connector lets you pull it off the relay. Squeeze tab at base of relay lets you pull it off the panel base.

The OTHER place Volkswagen liked to put horns on Classic Beetles is right in front of the front left wheel. It's close to the bumper bracket. You know how on really old Bugs, there are little oval grilles in the front fenders? The horn's right behind where those are, or would be. If it's there, or even if it's in the trunk, be sure the horn and not the electrical system feeding it is bad before you change the horn...because the wiring fails more than the horn does. Just get a known source of 12v--jumper cables to your battery work--and hook it directly to your horn. If it blows, rewire. The horn is easily replaced. It is located on the front right of your car, in the trunk. It looks kind of like a shell, and there are two wires connected to it. Unplug the wires, unscrew the nuts holding it on, and it should come right off.
