What does a problem code 21 mean on a 91 dodge colt?
It means the oxygen sensor is not giving an input to the PCM. Either a bad O2 sensor or a wiring issue.
with the engine off, loosen each spark plug wire at the spark plug and then set it back on the plug but not too tight so they can easily be removed later once the engine is running. now attempt to start the engine and once it's running remove each spark plug wire, one at a time with insulated pliers, and then replacing it see if the engine running changes. if you find one or two where there is no chg in the way it runs with the plug wire removed you probably have a bad plug. it's a good idea to change all 4 if they haven't been changed for awhile. however if that doesn't bring success check to see if you may have condensation under the distributor cap. i had a vehicle that was notorious for that every time the humidity got high outside. then i would take WD40, spray it inside the dist. cap and wipe it out twice and it would be fine. one last thing that it could be which will cost the most of these remedies is to chg the plug wires them selves if they are getting older. some seem to last forever while others break down inside much more quickly, and while you're at it you might as well change the dist. cap and rotor. hope that helps.

Where is the fuel pump relay in a dodge colt 94?
In a 1994 Dodge Colt, the fuel pump relay is typically located in the engine compartment fuse box. It may also be found under the dashboard, near the driver's side or behind the glove compartment. To identify the relay, refer to the fuse box cover for a diagram or consult the vehicle's service manual for specific details. Always ensure the vehicle is off and take necessary precautions when working with electrical components.
It's the same for most cars. W/O the tank heater oil is thick so it takes more to turn the engine. When it's fairly cold gas doesn't vaporize as well, so may take more turns to start. Also, tank heater is bound to increase underhood temp and batteries are very sensitive to heat and cold.
At temps lower than freezing, you'll likely save money by plugging in with a timer to kick it off a couple hours before first use. Drive away with 70 degree coolant temps, choke faster to go off, less pollution and soon to get heat out of the heater.
But! all in....... you may well be ready for a new battery.

Where is the fuel pump relay located on a 1989 Plymouth colt hatchback?
Unfortunately, I can only tell you where the relay is located on a 1990 1.5 Plymouth colt hatchback. Perhaps they are the same.
As far as I know the relay that controls the fuel pump is in something the manual calls a MPI Control Relay (Multi-Point Injection). This relay seems to handle a couple of different things and I believe it is located almost directly behind the ash tray, below the radio, etc. On my car, if you take out the ash trash you can see a small golden can directly behind it, held in with one screw. That's the relay.
that's not the fuel pump relay. that is the fuel injection relay.
num1 loosen big 32mm bolt from the axel take and loosen the wheel jack if ur lucky hoist remove brake caliper bolts 10 mm pull caliper off rotor take rotor off loosen the tie rod ends hit hard with big hammerpop the tie rod off grab wrenches take lower ball joint bolt out pop ball joint out of a arm tap axle out of the nuckle go under the car with the pan pop with a pry bar axle out of transreverse to replace
Drain transmission. Caliper bolts have 12mm heads. You do not have to remove rotor, tie rod ends or ball joint. Simply remove the lower control arm mounting bolts that secure it to the frame and then let the arm slowly lower away. Trust me, some repair manuals print false information. I have done this smoothly 3 times so I know what I am talking about. Install new circlips on inside axle spline. Instal new seals in transmission. John 805-904-9817
