Usually the cage or cover will come down when the wheel is lowered, some have quick release connectors holding the cover on. The devise for lowering the wheel is always through a hole in the bumper or just below and the tool for lowering it is stored with the jack and tire iron. Just start off by lowering the tire and if the cover gives you trouble look for release tabs under the car. These things are meant to be able to be done by anyone so don't overthink it.
