If I was driving and the light came on, that means one of two things: I've got a massive leak somewhere in the air system and it just happened, or the belt to the air compressor broke AND I've got a leak in the system. In either case, pull over before your spring brakes activate. Those will stop you, but they won't turn the brake lights on so there's a chance you'll get rear-ended. Once you're stopped, shut down, get out and listen for the hissing sound. (Most people who get this light while driving ran over a recap, so try to dodge those, okay?)

I had the same issue and after replacing sensors, regulators, relays, etc. car still wouldn't start! Finally picked up a used pcm/ecm module (electronic control module) at a salvage yard, plugged it in and car started up. Just to test I reconnected the old pcm/ecm and again car wouldn't start. Put back the replacement and car fired up. I've seen on the internet where people did the same as me, replacing fuel pump, sensor, relays, injectors, regulators and their car wouldn't start and they couldn't figure it out so I thought I'd share what worked in my case

On the 1996 Explorer, in the power distribution box in the engine compartment, (WHICH IS LIVE - DISCONNECT YOUR NEGATIVE BATTERY CABLE) there is a relay for the horn, in the 2nd row from the driver's side front fender, in the first space at the "front" end of the PD BOX. Also, in the PD BOX is a 20 amp fuse for the horn and PCM memory, in the 1st row from the driver's side front fender, in the second space from the firewall end of the PD BOX. The horn is located under the battery tray, if the driver's front wheel is removed and the rubber inner liner pulled down, a person can reach up and feel the horn or use a flashlight and mirror to check the wiring connection if the battery and battery tray are removed a person can see the horn, to check the wiring connection.

Don't know what it is supposed to be but I had mine checked because I thought that I had one low. All 6 cylinders were between 145 and 150 psi and my engine is in good shape. I turned out that one of my spark plug leads was leaking. I do know that all cylinders should be within about 10 - 15psi of each other.
