The small trim panel immediately under the windshield id held down by several small clips the "pop" out rather easily. Start at one end, (passenger side is easier) and gently pry up the panel with a decent size screw driver, be careful and protect the dash pad while prying. Once removed, the tweeters are held in place by two Phillips screws. You'll need a small right angle screw driver or small nut driver to loosen them. The two-wire connector plug can be difficult to squeeze and disconnect, be patient. installation is the reverse order. good luck

Replace all vacuum lines, (cheap fix and probably needed anyway due to the age of the vehicle) and see if that fixes it.
