If the hatch will not open you need to enter from the back seats, on the right hand side is a small plastic piece that will come off when you pry it. It is an access door to the actuator that controls the lock from here u can simply push up or down to unlock the hatch and it will open. The most liekly cause is that it is broken and you will need to take off the entire back cover and replace the locking mechanism go to the dealer they are around 50-75 or less cant remember. But once you have the access door open you can unlock and open the hatch.
I did not come up with these instructions but they worked so well for me on my 1999 Cherokee that I wanted to post them here. "YooperEE" Is the source of this tutorial and I feel he deserves credit for such a straightforward solution to an incredibly frustrating problem.
Since most of the screws that hold the inner hatch panel in place are not accessible when the hatch is closed, most people resort to cutting or breaking apart the inner panel, readjusting the opener mechanism and then buying a new inner panel. DO NOT DO THIS!
Here is what worked for me on my 1996 Grand Cherokee.
1. Straighten out a metal coat hanger and bend a small hook on one end.
2. Remove the top screws on the inner panel.
3. Gently pull the top of the panel open about an inch and shine a flashlight inside the hatch. Mine has the pop up glass which makes this a little easier.
4. Slide the hooked end of the coat hanger inside the hatch while a friend works the release handle up and down.
5. Inside the hatch, at the bottom you will see the release arm moving. Simply hook the arm with the coat hanger and pull up! (I found I could easily reach it with my index finger)
6. It may take a few tries, but the hatch will open easily.
I was able to open my hatch in less than 15 minutes by myself. Once the hatch opens, remove the remaining screws and you will see that the release arm is adjustable. The arm is threaded and simply pops into a metal clamp. Pop it out of the clamp, pull up on the arm to take up as much slack as possible, and pop the arm back into the clamp. Replace the inner pannel and your done.

Allow time for the amount of oil coming out of the pan to decrease to a point where it is no longer a solid stream. When pulling off the oil filter, keep it upright (common sense) until you get it over a pan. Also make sure to rub some oil on the filter gasket before screwing it on. Don't tighten it too tight. You shouldn't need any sort of wrench, as hand-tightening is tight enough and a wrench could damage the filter.
At 150 k miles first check oil pressure at engine hot with a known accurate gauge. Make sure that the pressure exceeds the minimum mfg specification for the engine. If the oil pressure is ok, then use a mechanics stethescope to locate the exact area of the noise. High on the engine indicates valve or piston related, middle on the block indicates piston and low on the block is lower end, ie bearings rods or mains. Make sure you correctly locate the noise before tearing into the engine, nothings worse than making an erroneous diagnosis when it comes to time and dollars... If the noise is indeed in the top of the engine then pull the valve cover and check for wear in the valve train. Repair or replace pivot points, lifters, etc. as may be required.

I had the same problem with my 98 Gr Cherokee and I repaired it with a vinyl repair kit (about $8) I purchased at Wal-Mart. You just cut out the cracked area, so you have a straight edges aroud the area. Then mix the colors to match your problem area and spread it over the hole. Then take the textured patch (included in the kit-it gives the repair area that textured look) place it over the patch and rub over it with a hot metal disc (also included in the kit-and heat it with an iron). It was pretty east to do and it is hardly noticable. You may want to test out a very small spot with the vinyl repair kit. I used a kit from an auto parts store on my '99 Grand Cherokee. I followed the instructions to the letter. I replaced a 2 inch by 3 inch area and matched the camel (tan) color perfectly. After a few weeks of sitting in the sun, the patch changed from camel to light green. Different folks have different results, so it's best to test in a small place and give the patch a chance to age a bit before committing to a large repair.

There is a Torx (Star) bolt on top of the headlight pretty much in the middle of the light. There's only one for each headlight. Remove that bolt, then pull the lights forward. It takes some effort, but they're only held in with clips and they'll pop out. It might help to start by prying at the bottom of the light. Hope this helps.

This bulletin involves installing a HVAC drain hose.

SYMPTOM/CONDITION:
The customer may experience a wet front passenger floor or floor carpet. This condition
may occur due to water (A/C condensate) from the HVAC assembly drain tube. As A/C
condensate leaves the HVAC drain tube, it may run back along the outside of the HVAC
drain tube, enter the passenger compartment, and run under the front floor carpet on the
passenger side. This condition may occur most often while the vehicle is being driven.
DIAGNOSIS:
Inspect for the source of the water leak. Determine if the passenger side of the front floor
carpet is wet because of air conditioning condensate from the HVAC drain tube. Inspect
the HVAC assembly drain tube for the presence of a drain hose. If a HVAC assembly drain
hose is not present, and the A/C condensate from the drain tube is the cause of the water
leak, then perform the Repair Procedure.

REPAIR PROCEDURE:
1. Inspect the HVAC drain tube. Clean out any debris or other restrictions in the drain.
2. Install a HVAC drain hose onto the HVAC drain tube. Once assembled to the HVAC
drain tube, make sure the open end of the drain hose is facing towards the ground.
3. Install a tie strap around the drain hose to secure the hose to the HVAC drain tube.
NOTE: Inform the customer to regularly inspect the new HVAC drain hose for debris,
especially when off-road driving is performed JEEP PASSENGER SIDE LEAKS Beside the Service Bulletin for the clogged A/C drain, another source of leaks is attributed to the air intake box for the heater/ac. To access, remove the wiper blades and remove 4 screws on cover just aft of the hood. Open the hood and slide the hood seal (on the aft bulkhead) to expose 2 additional screws. Remove the tray and the intake box will be on the passengers side. Remove the 3 screws securing the box and remove. Look down into the intake and you will see water in the box if the foam seal on the cover is leaking. I applied silicone sealant on the foam gasket and a bead around base, as well as covering the screw holes. Re-install the box and secure. Wipe excess silicone to assure a seal around the box. No mores leaks.
