Sorry, I disagree with the previous. But do agree that speaking with the landlord about him letting you out, especially in NYC where he can probably rent the place for more than you are paying, can work. but it isn't reason that he has to let you out (with one possible exception below). Only if the safety concerns you mention are new and in some way caused by the landlord....like he now fails to keep a secure lock on the front door, or he used to have a doorman and now doesn't, could that be a cause for you to break the lease. Especially if you moved into an area that had risk - and they all do, but even if it has increased because of societal reasons recently, that is NOT in the landlords control, nor gives you right to leave. Being burlarized happens everywhere, even in the best of neighborhoods or buildings...and unless he can be shown to have been negligent, it has nothing to do with him. If things are deteriorating in fact, I would suggest, you owe it to your community to work to make it better. Otherwise, isn't it just true your part of the problem....you know - one of those transient renters who comes in, doesn't care so the neighborhood goes to heck...and then they just leave anyway? And now you want the guy whose property value you've hurt to take the hit?

You can, or you can sprinkle the sand into a first coat of paint, while it is wet, let it drya and put another coat of paint over the sand - this eliminates contaminating all of the paint and the work of having to constantly stir the paint to keep the sand from settling to the bottom.
There is also an additive you can purchase i most good paint stores called "shark skin", it is specific for this use.
