When an engine seizes because of a lack of oil, it is typically because the bearing material has overheated and melted due to friction, then the babbitt coating of the bearings cools and seizes to the crankshaft. At that point, the crankshaft cannot turn.
A seized engine will not run. Your only option is to remove the engine and either rebuild it or replace it.
Even if you COULD cause the bearings to release, the friction and heat will have caused enough other damage that other components will be misaligned.
