Starting in 2001 the Owners Manual introduces the term "Power Points" and is used to specifically describe any cigar(ette) lighter outlet other than the one in the dashboard.

For all model years, it is a 20amp, yellow fuse

I used the following link and found it's No. 21 in the fuse panel. Good Luck... I keep having problems with the fuse blowing over and over.

In the fuse panel , below and to the left of the steering wheel , by the brake pedal
fuse # 21 is a 20 amp fuse for the cigar lighter and
fuse # 20 is a 5 amp fuse for the cigar lighter / remote entry / integrated control panel

The manual's diagram illustrates #21 but the box does not show any numbers on my 97 Taurus however the fuse cover shows the location..its the 6th from the bottom, yes its a yellow 20amp fuse. Note: if problem with lighter is not fuse...short power wire in back of element may have come loose.

There is a lot of amperage involved, and something caused the fuse to blow. Mind your fingers. We like to use a pair of insulated needle-nose pliers to replace fuses. They are easier to manipulate than fingers, and safer.

If you look in from the passengers side front door there is a fuse access door near where the passengers left leg would be when sitting as a passenger. The small 20amp fuse is for the cigarette lighter and the power door locks. There is a white plastic fuse puller attached to the removable panel. Under the hood behind the battery (unless someone used it already) in the fuse panel there, there should be one spare 20 amp fuse there.
