The CC system on a Vanagon is vacuum actuated; overly complex and thus failure prone IMHO. For fault you describe I'd start by replacing the CC control module; located (on my '91 Westy) behind the glove box (as in remove the glove box to get to it). There's only a few components to the CC system; the vacuum pump (engine compartment); the control module (indicated above); and the vacuum breaker switch (under the brake pedal). Vacuum pump and/or vacuum breaker switch failure (to include hoses) will result in decrease in speed or inability to set at all (won't hold a vacuum); continuing to accelerate could be caused by faulty control module. Bentley (factory) manual has good fault logic tree for troubleshooting system; somebody might have posted same to internet. Suggest Bus Depot or Go Westy for best internet parts prices (w/quality). How do you remove and replace the ignition switch in a 1994 Explorer?
To change out the ignition switch (key lock): I found you can follow the instructions in Haynes, autozone.com, etc. up to the point of the release pin. Instead of approaching from the bottom with the punch or awl - you won't find any hole, you need about 8 - 10 inches of wire like bailing wire (stiff, about 3/32" diameter). Look down from above at the key/lock housing. At about the middle of the housing you will see a cylindrical shape in the housing that will be pointing toward the driver's seat. This contains the channel to reach the release pin. You will be able to see (still looking from above) a rectangular slot where you can reach the channel. Take the wire and bend in a "L" shape with a gentle arch so the shortest end has about 1 1/2" straight wire. Insert the short end in the opening to find the pin and push it in to release the lock mechanism. I have a 94 Ford Ranger XLT v6 4L that this description fits exactly!! I even took my old door key with the new ignition key to a locksmith and had them finish cutting the new ignition key for the old door locks. Total costs for me to do the change ~$35.00 the local Ford dealership wanted $325.00. Total time including install, buying part, getting keys cut 1.5 hours. This site is great!

I had the same problem, but after asking everyone I knew, I found the answer online. The above is correct, but to make it easier to get to the flasher, you may want to take out the ashtray and remove the screw that was hidden by the ashtray. This will make it a little easier to spread the dash apart to get to the flasher.

I answered a similar question about fixing the flasher, so I'll pearoast a slightly modified version of it here. It will answer your question, too. By "changing the flasher", I am assuming you mean the emergency flasher switch, or the turn signal switch. In either case, it is an integrated unit, along with cruise control (if you have it) on the steering column. Fixing it, in this case, means replacing it. Your best bet is to buy a replacement from a junkyard. When I did mine, I had to buy an entire steering column and take the unit from that; the yard wouldn't sell me the signal unit alone. Even then, it only cost me $80 - a bargain. The process isn't hard, but I couldn't explain it well enough to do it justice. It boils down to basically this: 1) Disconnect the battery and remove the airbag fuse. 2) Remove the airbag from the steering wheel. (Be careful!) 3) Remove the steering wheel and drop it from it's mounting bolts. 4) Remove the plastic housing. 5) Disconnect the signal unit and mount the new one. 6) Put it back the way you found it. I PROBABLY MISSED A STEP OR TWO! Get a good manual (I use Haynes) and read it thoroughly before starting a project like this. Good luck to you! Mr. Dog
