Never heard of a top speed sensor. Vehicles are usually governed by the computer. The only way to remove the governor is to have the computer reprogrammed.

I own a '96 Chevy Lumina that has the same problem and it sounds like it is a fairly common problem. I don't actually have the solution, however I know that if I turn the car to the on position and sit for a couple of minutes, then try and crank it over, it will magically start. I was thinking maybe there is just a bad connection or wire somewhere in the ignition system.

Check your connection. Make sure they are clean and tight. Especially your ground. Check it at the battery, alternator, motor, and frame. When you replaced that alternator, there was the heavy wire that connects to the bottom of the alternator via a nut. This connection has a rubber boot to protect it from shorting out because there's very little room around it when it's mounted in place. Check that this connection/wire isn't shorting out in that area.

Anyways, to answer your question, Buy a charging kit (134a) from your local walmart store and take it home and read the directions. Most vehicles 1996 and above use 134a. Some subarus will not get cold unless they only have R12, but anyways, I did this on my wife's explorer and her dad's 1996 Lumina and it turned out great. You just have to watch the guage and make sure you don't overfill it. There is no danger in it unless you overfill it. Then you could damage the compressor. If you have the 3.8L engine, ignition timing is controlled by the computer and cannot be altered without making changes to the computer. If you have the 3.1L engine, which has a distributor, you can set the timing as you would on any engine with a distributor.

Stat is located within water outlet at bottom of top hose. Remove any component that blocks access to the stat. Drain rad at petcock or pull end off of lower hose.Remove water outlets 2-3 bolts, clean old gasket, observe how stat sits into housing then remove stat, clean and dry surfaces. Install stat in the same direction old one was, apply sealer to gasket and install outlet with bolts. Snug bolts EVENLY to avoid cracking the housing. Fill rad and run with rad cap off for 20 minutes topping coolant and bleeding out the trapped air. Done. I hope this helps you. Mark

I don't have a diagram, and I'm certainly not an expert, but I did have to locate the flasher on a 96 Lumina sedan and replace it. It wasn't easy to find even knowing where it should be.

You'll need to pull the passenger front wheel, remove the wheel well cover. This will expose the damper pulley on the crankshaft. Remove damper pulley, remove plastic engine cover. Look inside you will see the sensor. Be sure if you replace it to install the new one exactly the same as the old one was.
