No, Judy Garland's death (June 22, 1969) at almost the very same time as the Stonewall Riots (June 28, 1969) was not the reason she was popular with gay men. Ms Garland had, even at that time, been a gay icon to many for a couple of decades. The coincidence of the riots and her death probably afforded a little extra emotion to the events but they were not linked.
To many of those in the gay community at the time - and this of course doesn't mean everyone in all gay subcultures - Judy Garland reflected their own state of being in society at large. Most younger gay people would barely know who she is and rightfully so; Judy Garland is not of the times any more and was a reflection of a period when gays and lesbians were secretive, social outcasts living in an underworld. Today's gays and lesbians have a very different social situation and their icons reflect th more modern aspects of gay life in the early 2000's.
Although Judy Garland is definitely part of gay social history and is still referenced warmly in gay events (like the Judy Garland Memorial Bowling Society) it would be inaccurate to portray her as a popular icon in the modern gay world. There are other people taking over the role of Gay Icon as one would expect. Just as in 20 or 30 years down the road, new gay icons will replace the current set. Hopefully, they too will still have their place in gay history.

The change began when colonists were interested in settling in the Ohio River Valley because of its fertile soil. The entry of land speculators caused some concern among the French and Indians who had developed trade relationships among themselves. To make a long story short, the British (including the colonists) were able to defeat the combined French and Indian forces. This war was conducted at the same time as the Seven Years War in Europe. These conflicts were extremely costly and drained the British treasure. England needed to find ways to save money as well as to increase revenues to the treasury.
In order to save money, Parliament passed the Proclamation of 1763 which prohibited settlements west of the Appalachian Mountains. By doing this, they would segregate the colonists from the Indians and prevent conflict. With less conflict, fewer military forces would be needed. This would save a lot of money. However, the colonists weren't happy with this because they believed that they had fought and won a war in order to settle in the Ohio River Valley. Also, to save money, Parliament passed the Quartering Act to save the costs of providing housing for the soldiers who were in the colonies.
To raise money, Parliament adopted the Stamp Act which taxed all printed items such as newspapers, pamphlets, and playing cards. This led to a series of actions on both sides. Colonists would protest a tax and Parliament would either rescind it, modify it, or enforce it. If the act was rescinded, it would be replaced by another tax (Sugar Act, Currency Act, etc.)
During this time, one of the arguments of the colonists was that they did not elect representatives to Parliament and, because the British Constitution did not permit taxing unless the people were represented in Parliament, they were being taxed without representation. These colonists claimed that they elected representatives to their colonial governments which were legally permitted to tax the colonists.
The British countered this by saying that the colonists were represented. According to this argument, Parliament represented all Englishmen whether they voted or not.
Eventually, the colonists dumped tea in the Boston Harbor which led to the Coercive (Intolerable) Acts.
