Boost is positive pressure in the manifold, so you only see boost when you give the gas pedal heavy load. The best way to check the boost pressure is to connect a vacuum hose to a boost gauge. This will tell you the exact boost pressure when you are in wide open throttle.

you can if you are talking about a complete engine change. If you are talking about bolting a turbo up to a non turbo I would'NT suggest it. Turbo's have a lower compression ratio, which means stronger pistons and connecting rods are required. It might be possible if the engine was brand new but I still would not suggest it. By the time you got the turbo and the exhaust manifold it requires for turbo to bolt to among other things like a new ecm, detonation sensor, boost sensor, gauge for the dash, etc, etc, you could go to a junk yard and find a turbo engine with everything all ready there for alot less.
