I believe the flashers are on a separate fuse than the blinkers, that is where I would first start to look, is the fuse box

Have had this problem many times. It's one of two things for sure. The multifunction switch or the flasher/turn signal relay behind the dash are faulty. The relay is blue and is a dual functioning relay which means its 2 mechanical relays in one. One for the flashers and one for the turn signals. It even has a little circuit board inside that some times fries and one or the other won't work. If you take the relay apart you can typically see the burn marks on the circuit board. Good luck.
The tail light bulb is the bottom one and is a 1157 that has two elements. One element can still operate for the signal but the tail element is broken. Replace this bulb with a new 1157. Fuses don't control left or right, they control both together. Fuse goes, both go. Check pigtail for corrosion (white looking powdery substance) and clean it if needed, and check for voltage at the pigtail. If no voltage, trace wiring from bad light socket, toward fuse box, checking every few feet, for voltage, until you get a good voltage reading. From that point, back to the tail light socket, the wire needs to be replaced. Don't forget to check the ground, also.

I had the exact same problem 5 years ago. Took it to a shop and they said it wasn't the bulbs but the device that the bulbs plug into that was bad. They claimed that GMC used "cheap parts". They fixed it (it wasn't cheap) and not even a month later, the other side went out. They fixed that as well. Now, 5 years later, I'm having the same problem again. Been searching this site for answers. Was going to start by trying to replace the bulbs myself, but I can't even seem to get the old bulbs out of their sockets.
