Well, you haven't given the year of your Corsica, nor if you're looking to change the front or rear bulb. I'll start with the rear... Open the trunk, and on the inside where the rear light clusters are, you should see 6 plastic wingnuts (you may have to peel back any interior carpeting if equipped). Remove these wingnuts and set them aside. Remember the taller ones go to the 4 corners and the short ones with the open top threads go in the two middle positions. Once this is done, grip the rear tail light assembly (removal is mirrored on the opposite side) and pull straight back evenly on all sides. The light cluster will come free, and you can access the light sockets on the back. You have to turn the bulb seats about a 1/4 turn to remove them from the cluster housing.
Reassemble in the reverse order you disassembled.

I don't completely understand the question, but as I do, you are asking why the lights do not work even after you have replaced the fuse. A common denominator is the ground system in the back of the vehicle. We are assuming that this car hasn't been in a wreck whereas the fuse keeps blowing because of a short somewhere. Take a test light and connect it to the negative side of the battery (negative ground)then probe the leads at the lights and see if the test light comes on. If it does, then you need te try and determine where the ground wire problem is, or if it was me, I would just attach another wire somewhere on the chassis and connect it to the common ground wire for the rear lights.
That usually indicates that one or more of the bulbs have burned out. Turn on the left signal, get out of the vehicle and see which bulb is NOT turning on. Replace that bulb and the signal should work again. Also the flasher may not be working for one side.
