I had this exact problem in my 1999 Toyota Camry and it was a simple fix. The issue was cause by a trailer/tow light harness attached to my back brake lights. I traced the wires of the harness back to where it attached to my brake lights and removed the connections.

In my particular case the harness attached to my left brake light and had easily removed connections that clipped onto the original brake wires without splicing or cutting them. I simply had to open the plastic connector and release my original brake wire (without damaging it).

My RPM used to fluctuate at idle and when using my turn signals and that stopped immediately. Also before the fix using my right turn signal would cancel my cruise control but that went away immediately as well. ----

Because the turn signals are a completely separate curcuit from the emergency 4 way lights. The turn signal wiring has a short that causes the fuse to blow out. In order to find that short, you need a technician that specialises in electrical wiring repairs, because you could spend days trying to find it and fail. It will cost some money but less than the value of the truck, or a traffic ticket for "no signals."

I just answered a question about fixing the flasher, so I'll pearoast it here. It will answer your question, too. By "changing the flasher", I am assuming you mean the emergency flasher switch, or the turn signal switch. In either case, it is an integrated unit, along with cruise control (if you have it) on the steering column. Fixing it, in this case, means replacing it. Your best bet is to buy a replacement from a junkyard. When I did mine, I had to buy an entire steering column and take the unit from that; the yard wouldn't sell me the signal unit alone. Even then, it only cost me $80 - a bargain. The process isn't hard, but I couldn't explain it well enough to do it justice. It boils down to basically this: 1) Disconnect the battery and remove the airbag fuse. 2) Remove the airbag from the steering wheel. (Be careful!) 3) Remove the steering wheel and drop it from it's mounting bolts. 4) Remove the plastic housing. 5) Disconnect the signal unit and mount the new one. 6) Put it back the way you found it. I PROBABLY MISSED A STEP OR THREE! Get a good manual (I use Haynes) and read it thoroughly before starting a project like this. Good luck to you! Most likely a bad ground on that side, When you add the light circuit there is to much resistance for the other lights work properly. Look at it like this you have a garden hose and the water flows freely till you start squeezing it. At that point only so much water will get through. Electricity is a good bit like this. The more resistance in a circuit you have the less voltage will be able to pass through it. So when demanding or applying more voltage to a circuit such as brake light or turn signal only so much will get through and the strongest circuit such as your running lights will be the only thing that will work. The one thing all these circuits have in common is the ground side. So check your ground on that light or where they all splice together if you see rust or corrosion you have found the problem. Clean the connection and everything should work.
