Well, I found it, and boy they didn't make it easy. The manual states: Under the dash, left of steering column, well that is a lot of real-estate! First of all you have to unscrew the bottom most panel under the steering wheel, then pop out the upper panel just below the steering wheel. Now you can't see the relay by looking under the dash!! You have to look through a slat in a plastic front plate in the proximity of the brake release. The relay is on top of a bracket, which shields it from view, it is actually hidden from sight if you are looking from underneath the dash :-( Wow Crazy, a $2.00 part probably would cost $60.00 to have a dealer install it. It turns out the problem was that a couple of bulbs on the left side were burned out (front left turn signal, one of the rear turn signal/brake light bulbs.) Once I pulled the front left turn bulb (with the intent of replacing it the next day), the turn signal light went steady-on regardless even without moving the signal indicator arm. Montero LS turnsignal tipsIf your statement means the 4way flasher works but the turn signals do not then make sure you have checked all the fuses. The 4-way has it's own powerline/fuse separate from the turnsignal powerline/fuse.

If the fuses all check out then the problem is most likely in either the 4-way switch in the dash (to the right side of the steering wheel), or the turnsignal switch itself .

If you were to pry out that switch and pull off the cable-plug from the back of the 4-way swicth and then try it NOTHING should flash (it ALL goes thru that switch).

If your issue is that when you move the signal lever all 4 lights flash (cannot flash only left or only right side) then you most likely have a short in your wireing, probably towards the rear of the vehicle between the left and right turnsignal wires.
