How do you switch party members in Mass Effect?
You are allowed exactly two party members in "action zones / missions " (I.E. Everywhere except the Normandy)
At the beginning of each mission you see a menu showing the silhouettes of each of your available party members (Garrus, Liara, Wrex, etc.) at this menu push the X button to highlight two party members, and then press the A button. A prompt will appear confirming your selection.
You cannot change party members mid-mission unless you acquire a new one. Then the menu stated above will appear in case you want to swap in your new ally. NOTE: In case you didn't know, you can change the equipment of your party members at each of their lockers on the Normandy. They are located on the left wall of the lowest level.

It is impossible to join the NCR in the game Fallout New Vegas. The closest you can come is wearing NCR Armour and having an amazing reputation with the NCR Group by doing missions and tasks.
