Looks to me that you have the cooling fan, Yes the fan is no good, you can check this, turn on the AC and drive just few bloks, you may feel that AC is working ..but is not. Bottom line..no fan no air vent coold or heat. Another test: connect direct to battery to you vent fan and if is working, then your Relay is bad, replace same from the relay bank and finaly if everything is ok...definitly is "The fuse" 10 or 15 amps. The belt should be replaced between 60K and 70K. You should replace the water pump at that time also; the water pump has a plastic impeler that breaks. Find an aftermarket water pump with an upgraded metal impeller. You should also replace the coolant reservoir w/cap; the sensor (low coolant sensor) goes bad. Never mix different antifreeze fluids (you will get gummy substance in bottle and coolant lines). You should use the same one for the life of the car.

I'm looking at the Chilton's (1971-1989 Colt) and it has a diagram indicating that for all engines of that year the #1 cylinder is nearest the front of the engine (the front of the engine is not the side of the engine near the front of the car, but it is the side of the engine with the timing belt). If this is true, than as you stand in front of the car looking at the engine, #1 is farthest right. The order from left to right is 4-3-2-1 (this is the same as saying that the order from front (the timing belt side of engine) to back is 1-2-3-4. The firing order for all engines of that year is 1-3-4-2. In fact, according to Chilton's, all engines all years have the cylinders in the same order (from front of engine to back 1-2-3-4) and the firing order is always 1-3-4-2.

Does it smell like crayons? If so, Beetles are known for that smell. I can't remember if it's the glue or the rubber used inside the car, but it would take a lot of money to remove it.

My first NB was terrible, but my second isn't so bad.

It is ver easy (2 hour tops). Suggest u get a craftsman breaker bar 1/2" drive for those cross member nuts. Use a 2-ft pipe as cheater bar is okay. 1) Remove lower control arm cross member. (2 nuts & 2 bolts) 2) Remove engine mount member. total 10 nuts. The sequence is to move the six nuts (from engine mount) first. Then the 4 nuts at the ends of the cross member. 3) At the rear, it actually is a transmission mount, undo it w/ 17mm socket. 4) Middel mount - undo 2 14mm nuts to the engine. 5) Front mount, it is easier from the top, remove 17mm nut & bolt. 6) Replace w/ inkind. 7) Reverse step in putting back cross members. Thats it.

I changed my plugs without removing the plenum and using these same tools. I still had the original (OEM) plugs wires and chose not to replace them. You can replace with OEM purchased from dealership for about $250, give or take, or replace with after market wires. Job complete about 1.5 hrs depending on you.
