You need to remove the sliding door, then remove the screws from the bottom of the track, then remove the screw from the front of the track and slide the cover forward. There is a bar that pinches the metal from the cover and locks it in the channel. You need to slide the cover forward to unlock it then it just pops out.

I had the same problem on my '96 lwb t4 caravelle VR6, I found a 10A blown fuse (whilst looking for windscreen wiper fuse which was also blown as I hadn't freed the wipers from the snow/ice on the screen before activating them) and when replaced the problem was cured. I think the reason why this worked, is that particular fuse supplys the mixer valve that adjusts the heater water temperature and when there is no volts the valve only allows cold water to flow to the heater. As I don't have a circuit diagram, fuse box drawing or handbook I can't say if this fuse performs that function or not all I know is that it solved my problem.
