Many repair shops and some parts shops can do a bench test cheaply, sometimes free, if the removed starter is brought to them. Firstly, after removing the starter, check the bendix gear (small gear inside the starter on a shaft) for excessive wear, cracks, or breakage. If any exists, replace the gear or entire starter as necessary. The bendix can often, but not always, be replaced by itself cheaply. Bench testing is done by securing the starter in some fashion, usually in a vise, but it can be strapped to something solid or held down with your foot (carefully, when voltage is applied the starter will want to jump, roll and twist with sometimes huge torque). The glow plug relay could be bad, poor contacts on the fuse or plug contacts to the relay. Obvious reason is a week battery.
Since you changed your battery and starter I'm assuming you are getting fuel and spark is your problem. You should check your starter relay, the wires from the relay to your starter, the wires from your battery to the relay, the wires from your locking cylinder to the relay, and your locking cylinder. You might also check your alternator. You can take it to a parts store to have it bench tested for free.
Take the vehicle in for diagnosis and tuneup. Starting with tune up is a good idea if your planning on keeping the car. It may save diagnostic money. Re-assemble and your car will run like new again, the heater will blow hot air again, and your gas mileage will improve noteably.

first need to know at what point did it start acting this way. normally rotarys are very sensitive if not heated up engine tends to flood. check to see if engines flooded first, then check for spark and fuel. same thing happened to my rx-7 found that two injectors were not firing due to bad grounding, which injectors ground through the ecu(computer), determined i had a bad ecu replaced it and runs great.

So, you are saying the engine turns over but will not start? it takes 3 things for an engine to run. Fuel, Air, & Spark. You must determine which one of these you are missing. More than likely not air. So that leaves fuel & spark. Is the fuel pump running as soon as you turn on the ignition without starting the engine? It should run for a few seconds then shut down. If not, suspect the fuel pump fuse, relay, or the pump itself. Have you replaced the fuel filter in the last 36,000 miles? If not it may be clogged. Do you have fire at the spark plugs. It is a matter of elimination.

Most likely I think it is the battery is bad or a bad connection to the battery ,positive or neg. termenals or maybe both. But if the battery is down real low even if you try to jump it the bad battery might draw to much from the one you are jumping it from and still just make the clicking sound and not start.
