There is a screw in the bottom of the bowl, it will be at the very bottom on the side, it will take A Philips head driver, The best thing to do is, leave gas on, remove screw, then turn gas off, let it drain completely empty, then turn gas on again, then turn gas off, let it drain again, NOW reinstall screw,,,,,,,,, It will not hurt to allow the gas to run down on the engine,, BUT! A model E converter does not have an idle screw. Your idle adjustment would be on your Mixer, equivalent of the carburetor.
What do you use to clean a carburetor?
To clean the carb while on the vehicle you can use carb and choke spray cleaners that you can purchase at any auto parts store. Make sure to take the air breather assembly off first. And follow the directions on the back of the can. If your doing a rebuild you can use gasoline, kerosene, or a cleaning solution found at your local parts store.
There are two things that come to mind. First I would check the float, make sure thatit is adjusted to the correct height. On most small engine carbs, it will beparalell to the carburetor casting when held upside down. The small tang that rests on top of the needle valve can be bent to make this adjustment. Also check that the float is serviceable. If it has a hole in it, (plastic), or is saturated, (cork), it will not float and shut off theincoming fuel. Next, make sure the fuel supply is not contaminated with water or debris. Drain out a small amount of fuel into a clear glass jar and let it sit for about 5 minuets. Any water or trash present will separate out and settle on the bottom of the jar. If found to be contaminated, drain out tank and clean out with fresh, clean fuel, or perhaps some spray type carb cleaner. Also, be sure to flush out any fuel supply lines.

On "butterfly" throttle plate equiped engines this can be to stop the throttle plate from moving past the ideal highest flow point. If it moves past this point the air flow can hold the throttle open.

If its a fuel injected motor idle is handled by the computer. There usually is a "base idle speed" around 800-1000 RPM. This normally doesn't need to be adjusted.
Have a look for carbon build up on the butterfly as well, this will influence idle too.
1983 suzuki GS750 ED Why no fuel flow from carburetor to engine?
Probably a bad fuel petcock on the bottom of the tank. It is vacuum operated so it will not flow fuel unless the engine is running. (Safety feature) My older '79 GS has a "prime" setting on the petcock that allows the fuel to bypass the vacuum shutoff and run straight into the carbs (thus filling the floatbowls should the engine not be able to start due to lack of fuel in the carbs.) Either you have a bad petcock or you are checking it in the "ON" position. If you have "prime" it should flow fuel without a problem. If not there may be dirt in the petcock or other internal problems. Hope this helps. Mark in NE Indiana. _____ I just fixed my 1983 GS750E which had a fuel flow issue with the petcock. After disassembly of the petcock it was found that the fuel valve o-ring would tack itself to the sealing surface, thus, not allowing fuel to flow. If the emissions are NOT OK, then this could point to problems with the fuel injection system as well. If the emissions are fine, then so is everything else.

Now that is a bear! The fuel line goes through the center tunnel of the floor pan and the cover is welded on. To remove that cover affects the alinement and squareness of the whole car. It can only be removed by drilling out the spotwelds to remove and has to be rewelded to install. If you must replace the fuel line... Drill a hole in the front firewall to the right of the tunnel as low as you can get it through both pieces of sheet metal. Install a new fuel line to run to the engine on floor between the passenger seat and the tunnel hump. There should be a hole under the rear seat to run it through. BE CAREFULL Of THE BATTERY if you are not using a battery box to hold it. BE AWARE IF THERE IS A HOLE IN THE FUEL LINE, the gas will gravity feed into the passenger compartment with this arrangement!!!
