Yeah sure, its that thing you stick your key into to start it.
My first guess would be you have the distributor in wrong. Give it a little shot of gas (prime it) down the carburetor and see if it tries to run at all. If nothing, gotta be the distributor is off. Put the engine at TDC (top dead center) and re-set it.
First off, is the cooling system all stock as it came from the factory? I have a 427 version completely stock with the 4 row as you describe. I had same problem until I did the following.
The cars cooling system was NOT by design set up for a coolant recovery or plastic can attachment. The upper portion of the upper radiator can was for the needed space in the cooling system for expansion. If your filling the system 100% full when it opens the thermosat it is too full and will puke out the coolant mix. Leave it about 3/4 full (upper tank) when the thermostat is open and coolant is visably flowing with the cap off. Make sure your cap is good to 18 lbs.
2nd. the fan clutch from the trucks for that year will work wonders for you in keeping temps down. I live in Yuma AZ. where summer temps reach 117 plus and stays there most of the mid summer days. My big block with 4 speed and all stock 4 row cooling system and a truck heavy duty fan clutch behind the stock fan and a 160 thermostat lets me run about 165 to 170 on the interstate all day long here and it will climb to about 195 sometimes towards, but not to 200 at a long city stoplight. Never been over 205 since it was returned to stone stock and a truck fan clutch and 160 stat.
GM had it right for these cars back then and it still works today. I had a twin electric fans set up on it for a while it would not stay below 200 on the best day out. The wife of the owner of the oldest radiator shop here in town saved me many headaches when she told me how to do the above and added, never add the catch recovery can system and get rid of the electric fans on it at the time.
Sometimes, the old guys and gals still have it. !!

I've done this several times on a 72 F250. Not real easy, but possible. Cooling fan is held on with four bolts in front. Remove the fan shroud and look for room in front of fan. If you have some, use a socket and wrench. If not, us a box-end wrench. If bolt are too long and hit the radiator or you don't have enough room, you'll have to pull the radiator. Once the radiator is out, you can access the bolts easily. Be advised that the fan pulley is held on with the same bolts. You'll need to release the belt tension before starting.

By power wire, I assume that you are talking about an amp or another accessory to that sort. You will have to look up behind your brake pedal toward the corner, there should be a small hole cover with a black 2-way, just push the wire through the 2-way. If you car does not have a hole that you can see, you can drill a small one in that area. -Shocker
There are several screws: 2 on the ends under the fuse covers 2 on the panel under the steering wheel and 2 by the odometer Gently pull the face off the dash. Don't break off the clips.

which drain?? sunroof? wheelwells? This is a common problem, with a VERY easy fix... The reason this is happening is simple.... Chrysler's water drainage for Sebring ragtops is kinda weird. When your top is up, any water that hits the top of your car is routed - get this - through the quarterpanels... The water comes off the roof (in the rear) and goes through the quarters and thru a drain hole that is tiny-tiny-tiny... The drain hole is about as wide as a letter opener and, if you didn't know it was there, you wouldn't know it was there. On the underside of the vehicle on both the passenger and drivers side you'll see a rail that runs from the front to the rear of the car. There is a VERY small gap in this rail and that's where the water drains. To find yours, get someone to help you out - and get the water hose ready. Turn the water on VERY light and water your top. Turn the water off and check the underside of your car. Chances are that BOTH sides aren't clogged, so find where the water is coming from and then look in the same spot on the other side of the car to locate your clog. I use a letter opener to 'unclog' my drain and I do this religiously... If, after a rain, you can hear what sounds like a fishtank full of water slossing, you've got a clog. Any dirt, dust, pollen - small leaves - ANYTHING that is on the top that goes thru this drain system can clog it up. Simply unclog it using the above mentioned procedure will keep your insides dry. When this happened to me the first time, I thought I had left my window partially down or my door partially opened... From that point on, I made sure I kept my windows up and door closed... Then it happened again... When I moved my car (my driveway is partially slanted) I noticed water coming from underneath my car.... I made sure that this drain was fully flowing - and checked the other side - only to drain out what looked to be 10 gallons of water. the blend door may not be operating properly, or a vacuum leak may be present.
That is a sign of a bad wheel bearing. Have them inspected and repacked or replaced if need be. Note: these bearings are sealed and cannot be 'repacked' - like in the old days, or on rear drum brakes.
Note #2: the bearings are part of the hub/bearing assembly. An ambitious job, but certainly doable.
