No not at all. Some people see the high rate of crime wellfare consumption drug use ect and see this as evidence that blacks are geneticly inferior. All of these are not genetic problems but cultural problems that were spawned by the current wellfare entitlement state. Progressive policies have ravaged the black family that had endured so much in the past. Wellfare needs to be reformed, a school voucher system must be put in place and we must brake the backs of big unions and community organizers. Then the black community would be lifted from poverty
