UPDATE: The Idle Air Control valve is located underneath the throttle body. Remove the throttle body, turn it over, and voila! There she is.

I HOPE TO GOD THAT YOU'VE CHECKED THE FUSE! IF NOT, EITHER THE FAN ITSELF OR THE FAN SPEED CONTROL ON THE DASH. BEST WAY TO TELL IF IT'S THE SWITCH IS WITH A MULTI-METER under the dash on the passenger side there are a couple wires that have to be plugged in or replaced. this is a common problem with escorts I had a similar problem. Check the connections to the blower motor, located under the passenger side dash next to the motor housing. The plugs on my car got corroded from AC condensation and came loose probably by being hit by passengers feet. Try making sure those connections are tight and clean.

How To Do It Step One Locate the front motor mount. Use the below diagram to help you throughout this how-to. Step Two Jack up your car enough that you can get underneath. Jack up the engine to take the weight off the mount. You can use a regular floor jack with a block of wood in between the jack and the oil pan, so you don't cause any unnecessary damage. Step Three Remove inner fender shield (big pan looking thing under the car). Step Four Remove charcoal canister (black round thing with plugs and pipes in it near sliver A/C thing) Step Five Remove two top bolts that are near the taken out charcoal canister. Step Six Remove bolts holding mount to engine. Step Seven Remove bolt on the bottom by the A/C compressor (watch out for this, there is a welded nut in the frame where the bolt goes, the nut is welded to a thing that looks like a bent tongue depressor, which holds onto a cutout in the frame which holds the mount, DO NOT LOSE THIS or you will be very unhappy in the hours to come looking for it) Step Eight Remove mount, and Install new mount. Step Nine Install bottom nut with the funny tongue depressor. The diagram in step one lists all the necessary torque specs for all the bolts. Step Ten Install two top bolts. Step Eleven Install engine mount bolts (you may have to pry the motor in the direction you need it to go in in order to get the side bolts in, you also may have to lower/raise the motor depending on how high you raised it in the first place, i actually had to raise it by the compressor on occasion in order to get it just right) *NOTE* do steps 10-12 in any order that works good, and install all the bolts loosely at first so you can wiggle and jiggle that mother around a bit, just take your time and don't strip anything! Step Twelve Install inner fender shield and the charcoal canister. Step Thirteen Lower the car, and you are done. No more bouncing motor!

maybe this will help.on a 95 its behind the lower center storage compartment below the radio.its held on with four plastic screws,remove the screws and remove the storage compartment.the module is bolted on with two 9mm nuts,its black and has a lot of wires running to it.if you push your door lock button you can hear and feal the relays in the module.you can undo the two 9mm bolts and pull the module out enough to read the 5 digit code or leave it bolted and use a mirror to see the backside of the module,but dont unplug anything,its not needed.enter that code and within 5 seconds hold down the 1/2 button for a couple seconds then enter the new 5 digit code within 5 secondsThe code is on the Computer module. The computer module is under the audio system in the dash. I don't know how to remove it to look at the code.....

If your check engine light kicks on, I would either get an ODB 2 diag unit and plug it in and check for an error code, or I would let a shop do it.
On 1998 and 99 windstars a flashing MIL (check engine light) means that the computer has detected one or more misfiring cylinders. You will need to connect an OBDII compliant scanner to the datalink port under the dash on the drivers side to scan the computers trouble codes and determine which cylinders are misfiring.
That's the computer's way of saying "read my codes". You can borrow, rent or buy a code scanner from most auto parts retailers. Any time the light comes on like that it's indicating that the computer has detected a "fault code" meaning that something is wrong. The computer can tell you exactly what it means. There really is no way to guess and be anywhere near accurate, but probabilities are: oxygen sensor, EGR valve, map/maf sensor, misfire or any of a number of potential problems. The computer is trying to give you the best possible fuel economy and minimize emissions. If the computer has detected a fault it will be unable to be as effective.

There is a blend door repair method at the Automotive Forums Windstar section. The heater core has to come out and some cutting of the 'plenum' around the door.

History and Root Cause of Blend Door Failures
On earlier automobiles there was generally a slide lever on the HVAC control panel(remember?). This slide lever was connected by a cable to the blend door and you had the control to slide the lever to full heat, full AC, or anything in between. Â In the 90's most automobile manufacturers moved from manual blend door control to mechanized computer control.
Generically, the HVAC system operates by providing air flow that can be directed through the AC evaporator and the Heater Core. The AC evaporator is cooled by the engine driven compressor and a flow of refrigerant, and the Heater Core is heated by a flow of hot radiator fluid through the core. The air flow is usually directed through the evaporator core and to the blend door where the air can be directed down two different paths to the vent system. One path goes directly to the vents, and the other path is directed through the heater core.
For AC, the compressor is on and air is directed by the blend door directly into the vent system. For heat, the compressor is off and air is diverted through the heater core. These are the two extremes, and the system can split the amount of air flowing down the two paths and control on/off of the compressor to achieve any desired temperature between the two extremes. When the blend door fails, control over which path the air flow takes is lost and dependent on the design of the system and where the broken door falls, you will lose heat, AC, or both.
When the manufacturers went to electronic control, different variations of a stepper motor were deployed to provide fine control over the position of the blend door. Some have variable resistance sensors built into the motor, or time measurements to gauge how long to run the motor to get to a desired position, or counting commutator clicks. Independent of the method used for fine control, the methodology requires that the system "knows" the extents of movement. The system has to measure where the door stops against the two end points of movement. The computer does this by driving the motor to a stall point and measuring a voltage surge or lack of change in the position monitor input. The DC motors are geared to move slowly with a great deal of force. The root cause of most blend door problems is the over-stress of this calibration process, and the plastic doors break over time like bending a coat hanger back and forth. The computer system generally goes through this calibration routine every 20 times that the car is started. Time-to-failure is not a traditional mileage, age, or driving habit function, but just how many times the car is started. A pizza delivery guy that stops the car for each delivery will fail much faster than someone commuting to work once a day.
Automobiles were not built with this failure mechanism in mind and generally the process of replacing the blend door is involved and expensive. The usual dealer fix is to remove the steering column, pull the dash panel, evacuate and disconnect the AC system, drain and disconnect the radiator, and then remove the HVAC plenum(heater box). Once the box is out, it's fairly simple to open it and replace the cheap plastic door, and then put the whole thing back together hoping you don't screw up something else. Cuts are made into the box in non visible areas with a Dremel tool, and the blend door is replaced with precision machined metal components. The process results in an easy, cheap fix and replacement components that are designed to outlast the automobile(much stronger than OEM plastic).
